Factors Hindering the Implementation of Srikandi in Regional Government (Case Study at Bappeda-Litbang of Indramayu Regency)

Abstract

This research employs a case study at the Regional Development Planning, Research and Development Agency (Bappeda Litbang) of Indramayu Regency to investigate the challenges associated with the implementation of the Integrated Dynamic Archival Information System (Srikandi) in local government. Srikandi is an element of the Electronic-Based Government System's (SPBE) digital transformation, expected to improve archive management efficiency and foster transparent and accountable governance. Nonetheless, certain challenges persist regarding its practical execution. This research employs a case study technique and a qualitative approach. George C. Edward III's policy implementation theory, highlighting four dimensions communication, resources, disposition, and bureaucratic structure was employed to examine data collected through in-depth interviews, observations, and document analysis. This study concludes that enhanced communication, growth of human resource capacity, improvement of technological infrastructure, and the optimization of bureaucratic procedures are essential for the successful implementation of Srikandi. These results are expected to assist local governments in enhancing their strategies for future implementation of digital archive regulations.
