Abstract

This study aims to analyze the implementation of collaborative governance in the management of mangrove ecosystems in Karangsong Village, Indramayu Regency, and to identify the supporting and inhibiting factors that influence its implementation. The study employs a qualitative method with a descriptive approach. Data were collected through observation, interviews, documentation, and a literature review. Research informants included the Indramayu Regency Environmental Agency, the Karangsong Village Government, the Pantai Lestari Forest Farmers’ Group (KTH), and the local community. Data analysis utilized the Miles, Huberman, and Saldana model, which encompasses data condensation, data presentation, and drawing conclusions. The research results indicate that the implementation of Collaborative Governance in mangrove ecosystem management has been quite successful. This is evidenced by mutual trust among stakeholders, community participation, intensive communication, and regulatory support, including Law No. 32 of 2009, Law No. 27 of 2007, as amended by Law No. 1 of 2014, and Karangsong Village Regulation No. 2 of 2009 on the Protection of Mangrove Areas. However, its implementation still faces resource and budgetary constraints due to the division of authority under Law No. 23 of 2014 on Regional Government, as well as the lack of optimal involvement of academics and the media, resulting in collaboration that has not yet evolved into a penta-helix model. It is concluded that the implementation of Collaborative Governance in mangrove ecosystem management in Karangsong Village has been fairly effective, but it still needs to be strengthened through increased resource support, the expansion of collaborative networks, and the optimization of academic and media involvement so that mangrove management can proceed more sustainably.
